Community Planning
SARPC’s planners provide professional guidance, technical expertise, and support services to help local governments effectively plan for the future, manage growth, and strengthen their communities. Working directly with municipal planning commissions and elected officials and serving in an advisory capacity, we assist our member governments in a wide range of services, including, but not limited to:
General technical assistance and guidance
SARPC Planners work with municipal planning commissions and attend planning commission meetings to ensure proper planning processes and laws are followed at the planning commission level
Site Plan and Subdivision Plat reviews
SARPC Planners work with municipal governments in the review of development plans to ensure consistency with municipalities’ regulations
Develop/update long-range, comprehensive plans
SARPC Planners work with municipal governments in creating new, long-range plans for the city, or updating existing comprehensive plans
Development/update of regulatory documents
SARPC Planners work with municipal governments in creating new or updating existing zoning ordinances, subdivision regulations, wetland and other municipal ordinances
Assist with rezoning requests and other amendments
Grant writing and grant management
SARPC Planners prepare grant applications to secure funding from federal, state, county, and local granting agencies and organizations
GIS Mapping & Maintenance
SARPC’s GIS staff create and/or update zoning, subdivision, and corporate limits maps on a regular and as-needed basis.
Trainings, Workshops, and Outreach Events
SARPC hosts a wide-variety of trainings each year to provide member governments with the tools and educational materials needed to learn and stay updated on current events that impact their communities to ensure proper growth is occurring throughout the region. Member governments can request specialized trainings when needed for planning commission and boards of adjustment members, or any other topic needed. Other workshops SARPC hosts on a routine basis include information regarding flood insurance, FEMA flood zone maps, fortified building program, Community Rating System (CRS), crime prevention, sign regulations, and landscape architecture.
Redistricting
Our planning and GIS staff can prepare new boundary maps for municipalities to ensure population deviations between voting districts are within the proper and legal limits
Brownfield Grant Program
SARPC’s Brownfield Assessment Program provides the funding to pay for Phase I and Phase II Environmental Reviews when buying and developing property. Other activities our Brownfield funds pay for include asbestos inspections, underground tank removal, and clean-up planning documents.
Revolving Loan Fund (RLF)
SARPC’s RLF provides gap funding for small businesses that need funding and financing for new start up costs or business renovation and/or expansions
Economic Development Services
SARPC’s economic development staff have access to detailed demographic reports, workforce reports, inbound/outbound commuting reports and economic impact studies that can target any area in SARPC’s Region and can be run instantly. This top-level data can help municipalities know economic trends and highlight economic needs in their communities to ensure they are recruiting and developing needed services and businesses.
Senior Employment Services
SARPC’s Senior Community Service Employment Program (SCSEP) provides job opportunities for seniors who wish to work part-time and acquire job skills and training that will elevate them to the next level.

Economic Development
Grant Services
Our Economic Development team assists member governments and other organizations in the region in applying for and successfully acquiring local, county, state, and federal grants. These grants include HUD’s Community Development Block Grants (CDBG) funds offered through the Alabama Department of Economic and Community Affairs (ADECA), that can be utilized for housing rehabilitation, public infrastructure, and other community facilities and services that provide essential services to low and moderate income areas. Our Grants Specialists have years of extensive experience in grant writing and grant administration services, with established and long-standing relationships with numerous funding agencies and partners that SARPC works with. SARPC partners with many funding agencies that provide community development projects such as:

Revolving Loan Fund (RLF)
SARPC’s Revolving Loan Fund (RLF) Program is a locally controlled source of capital used to provide gap financing to start-up and expanding businesses in Baldwin, Escambia, and Mobile counties. The primary goal of the program is to stimulate the economy through the creation of local jobs. The RLF targets small to medium-sized businesses, which are financially sound but are unable to secure adequate financing for start-up or expansion projects. Working with our partners at Alabama Small Business Development Center Network (SBDC), SARPC’s RLF loans can be made for financing land, buildings, equipment, and working capital.
Our business and project loans are ideal for Startups and Expanding businesses and financing is available for up to 100% of project costs. Our aim is to address the following Six (6) Needs:

Workforce Development
SARPC manages and administers the Senior Community Service Employment Program (SCSEP), which is a work-based training program that promotes economic self-sufficiency for older workers with low incomes by providing useful part-time community service assignments, while promoting transitions into un-subsidized employment.
Participants receive on the job training skills while working, allowing them to be more competitive in their search for un-subsidized employment.
To be eligible for participation, applicants must be 55 years of age or older, meet federally established income guidelines, and reside in SARPC's Region. Participants are placed in Host Agencies, governmental agencies or private non-profit organizations with 501(c)(3) designations, to "fill gaps" and perform jobs that expand community services. Through the SCSEP grant awarded to SARPC, participant wages are fully funded by the program. Participants are eligible to work up to 29 hours per week and receive a stipend of $12.00 per hour.
There is NO COST to Host Agencies for these assignments. SARPC administers all programmatic, administrative, and fiscal responsibilities, including payroll and fringe benefits. As a Member Government of SARPC, your community is eligible to participate in these employment services.

SARPC’s Region serves the three counties in south Alabama of Baldwin, Escambia and Mobile counties.
SARPC serves as the Economic Development District (EDD) for Region 8 and is required to prepare a regularly updated Comprehensive Economic Development Strategy (CEDS) for the Region. SARPC’s CPED department prepares the Region’s CEDS every five years, including a comprehensive update report each year. The CEDS is a locally driven planning document designed to guide regional economic growth, resilience, and long-term prosperity. Developed through collaboration among local governments, businesses, community organizations, educational institutions, and other stakeholders, a CEDS identifies a region’s strengths, challenges, opportunities, and economic priorities. The strategy serves as a roadmap for coordinated economic development efforts by establishing goals, implementation actions, and investment priorities that support job creation, business growth, infrastructure improvements, workforce development, and overall quality of life.
Additionally, SARPC serves as the Local Development District (LDD) for the Delta Regional Authority (DRA) and the Southeast Crescent Regional Commission (SCRC).
GIS Mapping
The Community Planning & Economic Development Department offers a wide range of Geographic Information Systems (GIS) mapping services to member governments. GIS utilizes spatial data to better manage and analyze the physical characteristics of local jurisdictions and serves to create greater efficiencies for city services and decision making. GIS can readily make available information relating to water, wastewater, land use, municipal boundaries, railroads, bridges, utility lines, roadways, school districts, voting precincts, industrial sites, telecommunications, and other information that assist local governments in making informed decisions.

Brownfield Assessment Grant Program
The South Alabama Regional Planning Commission administers a Brownfield Assessment Grant provided by the Environmental Protection Agency (EPA), for Mobile, Baldwin, and Escambia counties. Any property in our tri-county Region is eligible for funding, regardless of ownership.
SARPC's Brownfield Assessment Grant Program provides comprehensive support to communities by funding a wide range of environmental assessment and redevelopment activities.
This program helps communities move projects forward by covering 100% of the cost for key environmental and planning activities. This means there is no cost to the community or property owner for the following services:

Phase I Environmental Site Assessments

Phase II Environmental Site Assessments

Asbestos inspections and other hazardous materials evaluations

Cleanup planning, including remediation plans and cost estimates
-
Redevelopment and reuse planning activities, and other planning activities (see Additional Resources section below)

Assessment and removal of underground storage tanks (USTs)
By fully funding these services, SARPC's Brownfield Program removes financial barriers and makes it much easier to turn underutilized or potentially contaminated properties into productive assets that support economic development and community revitalization.
